Problem on some side Quests......

For the Shoot them in the head quest it starts in underworld if im correct? but i cant find who to talk to and think i may of killed the person, if not how do i start tht one, and also stealing independence, no idea where bouts it starts! thanx:santa:

Stealing Independence starts at Abraham Lincoln, in the Colonial Society room, Rivet City.

Shoot 'em in the Head starts at Mister Crawley (ghoul who wears a white suit) in one of the rooms in Underworld. Unfortunately I don't think you can start the quest if he's dead.
