I've completed the game on Easy and purchased a few tweaks. Can i use these tweaks on the hard difficulty setting?

No you need to finish crushing first

It's a bit pointless really lol. I mean. when are you gonna go back to playing crushing difficulty?

if you could use them it wouldn't be crushing, also wouldn't it be nice to go back through crushing with one hit kill on crushing THEM?

You can only use tweaks on difficulties you have completed
